There's a limit- 1 action point per half hour you don't play, up to a max of 50 AP's

In urban dead there's Action Points (AP). With one AP, you can attack a baricade on a building, a zombie, or a person. You also use these points to move, search buildings, etc. Your AP are gradually restored as time passes, you get 1 AP back every half hour.

The maximum amount of points you can have is 50, so you cant save them all up for a few days and then go on a rampage.
